Unfortunately, that rule is not clear enough for many people and it tends to accrete clarifications over time.

I'm not entirely sure FEJ is a person, I suspect it's one of those "Artificial Intelligence" programs that someone gave a LoT membership to. It would explain a lot. Afterall, has anyone actually seen FEJ?
