Oh, ACK! He looks like a little pea green tripod. He's the one-eyed monster with the biggest one-eyed monster that I've ever seen.

To fit the new image, they should change his color from green to black. ;) :p

It's an animatronic character from one of the Block Party Bash floats. The 'hung' piece is what turns him around.
