I have tandem phone jacks in my room. They made the upper one DSL and bottom is voice.

Thar be no landline. It's for DSL.
The last AT&T tech checked it. He said it was working.

The phone line would work if there was a phone in it... per the tech.

Which is all well and good if you want to make a call. But it sounds like the jack may not be set up to handle DSL. Data calls and voice calls are handled differently. AT&T has to change something at the phone box.

If it never worked, that is what it is starting to sound like is going on.

It did work until yesterday afternoon. All was well until then...
