Are you kidding? A crappy 7-KT device? Hell no. That's high school science project size.

Let's say you detonated it over the center of the esplanade, the main fireball would just barely reach the main gates of DL and CA. IASW would have a 50/50 chance of not being flattened, although it would probably be on fire.

A real one would crater DLR and flatten or set fire to everything closer than the 405.
