Richard presumably lives on the island, but has visited Locke as a child, etc. And I'm assuming he isn't ageless. I assume that Richard moves through time and space, and seemingly has more control over doing so than Desmond had. Maybe Locke learned the trick...

I think what indicates that Locke might have had to move the island again is the fact that he died on the mainland. It's one thing for him to have chosen to left the island for a short time. It's another to leave long enough to have died, that seems unlikely whucg kinda implies that he left and couldn't go back, just like Ben. At least, that's the conclusion to which the writers are trying to lead us.
