Our local water commission wants to stop charging by the gallon used and instead start charging a flat monthly fee based on how large your meter is.

A flat fee for water. No extra charge based on how much you use.

How large your "meter" is? I assume you meant to type "peter." In that scenario, the customers all lie, and the town makes more money.

Not charging buy use seems pretty stupid. And unfair to those who conserve. As the saying goes "It's not the size of the meter that counts, it's how you use it!" That could be the new campaign slogan for the opposition.

It's still far from clear, but what they might be saying (or at least would seem to make some small amount of sense) is that rather than everyone from apartment dwellers to large factories paying the same cost per/gallon rate the amount you pay per/gallon will vary with the size of your meter, use more water pay more per gallon.

Still weird. Why would the size of the meter matter? Why not just have a tiered pricing scale based on usage?

0 to X gallons = A¢/gal
X+1 to Y gallons = B¢/gal
etc.

That's (sort of, ignoring the whole peak hours complication) how Edison handles electricity.

Otherwise someone who is in a small apartment with a small meter that leaves their shower running 24/7 would pay less than someone in a large house that conservatively uses the same amount of water.
