Contacting an old friend you haven't talked to in a long time and immediately asking them for advice in their field of expertise, or contacting them, shooting the breeze for a while, and then pulling the "Oh, by the way, I have a question in your area of expertise."

I'd probably go with option 'C' - Immediately ask them for advice and then shoot the breeze.
