You seem to be talking about the funeral rather than the topic at hand, the memorial. The memorial will have an R^2 amount of coverage.

I think that idea was scrapped in favor of not having mass casualties in the middle of downtown LA.

(or at the very least, not having really really mucked up traffic, even by LA standards)
