I'm confused. I got a level, but i dont know why, or what I am trying to do.

I think the goal is to figure out the order to drag the objects over that will max out the level of all the objects.

Yes. Mess with it for a while, and it sortof starts to make sense. Sortof.

I got all but one maxed out.

I did this one awhile ago and eventually got everything maxed out, so it is possible.

I'm still stuck on the robot.

All but 3. I'm stuck on the pipe, the egg, and the mountain (but I believe I've gotten the egg and mountain maxed before).

I have gotten no more than a combination of 3 maxed.
