Well, without a cite, it's a good as a guess. I have yet to see this reported anywhere and that's after reading a number of quotes from Nancy Pelosi that took place over the last few days. And Google comes up empty on that phrase as well.

Dems win- rejection of the course the President has set us on.
Dems lose- was it an honest count?

It's a common refrain from Dems when they lose- this is not new this year, and won't be new in any other election they may lose.
