Does this mean A} A neighbor has a Linksys as well and it is causing interference or B} my new neighbors are thieves, stealing my precious internet???

Probably neither A, or B. The linksys is also a DHCP server (that means it passes out IP addresses to all the computers on your network). It sounds like an ip address got passed out twice. The ip addresses on a network need to be unique. You could power down all the computers, power down the linksys, wait a minute, power up the linksys, then power up the computers. That would force each computer to get a new ip.
