Yup. It's only the close races that it matters. If a candidate is leading by 30,000 votes and there are only 8,000 votes left to count, it's a guarantee. If a candidate is leading by 10,000 votes and there are 11,000 left to count, it's a statistical liklihood. If a candidate is leading by 5,000 votes and there are 10,000 left to count...too close to call.
