It's one of those things that is so simple, that nobody tells you how to do it. But if you don't know how, it isn't that simple.

Assuming you have the file on your computer as an .mpg, ,mpeg, .mov, .wmv, or .avi file (there may be more acceptable formats as well, but that should cover the majority of them), simply go to the File menu and select Import. Find the file and voila - it is in iTunes. From there you can transfer it to a video capable iPod.

It is doable, but you need at least a working turntable. There are a couple of ways to do it. I think we had a discussion here on LoT about it - I'll see if I can find that.
