We received some computers that have a splash screen upon start-up that we'd like to remove. Google isn't being very helpful. Does anyone know how to remove it?

Basically, we had Dell image a bunch of computers for us. Upon start-up some of them say "Department of Education" (in Spanish). We want to remove that (the rest of the image is ours).
