It wasn't like some goofy European commercial where someone is caught naked and made to look silly. Like the Terrell Owens/Desperate Housewives bit and Austin Powers' shadowplay, the commercial used sexual motifs towards supposedly humorous ends. Every parent has to tell their daughter when they reach a certain age that, no, you can't change your clothes in public. Now I don't know if my daughter appreciated the sexual motifs in the Chevy commercial, but she was shocked and asked what they were doing. It wasn't the end of the world. I said something like, "I don't know, it's a commercial, they're just being silly," and we moved on.

I'm not sure what you mean by your comment about the guitar. Prince was simulating masturbation in public. If a manager did that at work, he'd be fired or the company would be sued. If a teacher did it, he'd probably be arrested. If a student did it, he'd be counseled or suspended. If, as recent history indicates, the NFL is going to deliver a sex show at halftime, it should make that point more explicit with appropriate warnings.
