We actually looked at buying a house in Salem a few years ago. I don't know if I'd recommend buying in downtown Salem. There are some beautiful outlying areas that are wonderful. We were looking at South Salem or Keizer. It's funny to see how much growth there has been since then!
I personally love living in the Willamete valley. Everything is only an hour or two away, ocean beaches, skiing, lakes, rivers, wineries everywhere and Portland is very close. Silver Creek Falls is a must see!
I certainly wouldn't call Salem a swanky mecca or anything but it is a decent city. We actually go up there quite often for weekend entertainment and a change of pace in eating. My boys are in love with Busters BBQ and go up every chance they get!
I'd be happy to answer any questions or try to find more info on things for you, just let me know
