I called Animal Control to try and locate the owner. I got a call a little bit ago from the owner who is going to go pick up his dog. Apparently, he was in his van and someone broke into it and let the dog out. I'm really glad I rescued him.
Now, doggies of the world, please stay home - unless you're a sweet pug who likes cats.
