Tom Baker, the 4th incarnation of the Doctor. He also always had a paper bag of Jelly Babies. I looked for Jelly babies but never was able to find any. I thought it was a fun tradition to carry candy and offer them to people randomly. Plus "jelly babies" is fun to say.
