In my experience, Animal Control does crap, but at least a report has been made. It's a difficult situation because the fear approach is dealing with possible futures not actual dangerous events. However, I would definitely ask about tether laws in your city. My city has a law that you cannot tether a dog. Not all cities have this law, however and it is perfectly legal to tie up a dog.

For your own safety, always walk the girls with a spray bottle filled with a mixture of vinegar and water. Spraying this on an attacking dog will usually deter the attacker. Pepper spray is also an option.

A letter to the property manager is probably the best bet to start with.
