I'm not really doing anything special for the 13K since it falls in the middle of my marathon training.
I recently used a Runner's World training plan for a 15K race I did, and it worked out really well.
Here are some articles for short races like 5Ks.
Generally you want to build up to be able to run the whole length of the race you're doing, or be able to complete it with a run/walk plan. Are you training for something in particular?
