OK, so I'll assume you are looking to build a simple static web site. That is one that is just a page with info about your friend without anything fancy like message boards, on-line account maintenance and the like. For that all you really need is either A) some graphics arts ability, or B) A place you can pinch some graphics from.
As NA suggests take a look at the lunapages (which hosts LoT). They provide you with the Coffeecup software for simple web design. I use a lot of their software and recommend it. You could start with the basic $6.95 plan and move up to a multi-site hosting plan if you need to in the future.
