The tiger incident was at the San Francisco Zoo, not LA.

Filling the moat with water would tend to bring the tiger even closer to the people, which is bad -- not because it is more likely to get out but because the closer people get to an animal the stupider they tend to behave.

Seems logical. I know the San Diego Zoo uses dry moats.
