State wants money. Some casinos were willing to give state more money in exchange for expanded agreements on how big their casino operations were and also some relief from certain environmental impact requirements.
These deals are unfair to other small casino running tribes operating in sparsely populated areas but the funding of the opposition is mostly from Vegas gambling interests that really don't want to see the SD and Palm Springs area casinos get bigger.
Beyond that I don't care. My view is it doesn't really matter. The Indians can legalize rape and the selling of crack to infants for all I care. It is their land, they make the rules and my preference would be that we have absolutely nothing to say in the matter. So I'll vote yes on anything any of them want.
This is one of the rare exceptions to my otherwise pretty solid "vote no on all initiatives regardless of merit since I don't approve of the initiative process" rule.
