Not too hard, really. If you know the approximate location and the direction the cable runs (say north-south), then drop a grappling hook to the sea floor and drag it east-west until you hook it.

They need to start looking for suspicious boats carrying mass amounts of rope and a grappling hook. But, most ships do carry stuff like that, so it would be really hard to catch the culprit(s).
