So they've got this refusal to pay an FCC fine, and there's the other issue of Fox's FCC fines now accepted by the Supreme Court for a hearing.

But more odd than both is that, just last week, the statute of limitations expired on an FCC notice of intent to fine several Fox affiliates for broadcasting "The Pursuit of D.B. Cooper" laced with expletives during a Saturday afternoon. These were not "fleeting" incidents of live speech (as with the Supreme Court issue), but a pre-recorded film that was not bleeped for kiddie-viewing hour. And yet the FCC never followed up the notice of intent to fine with an actual fine, and now time has run out.

Seems one hand doesn't know what the other hand is doing over at the FCC. The right hand's choking the chicken, while the left chops off all hands that are choking the chicken.
