Everything I've read says it depends on two things to qualify 1) You had to file in 2007 and 2) you have to make more than $3,000.
I don't think it has anything to do with how much you payed in taxes, or how you payed them, or what kind of penalties you paid.
However, if you owe back taxes, they will pay that off first, then if you owe other things like back child support, they might pay that second.
Also, if you made more than (I think) 150K, you will get less. I think income from two jobs will still combine to be one income.
When I checked on their website to how much I'd get they said $900. But I got my check yesterday and it was the full $1,200 so I must have entered my info incorrectly (I was guessing at some of the numbers). I'm not complaining!
