 As was mentioned I was assuming whole bulbs/cloves. If they're peeled (I'm presuming this meant a jar bought that way) then they should be refrigerated.
Also, you'll find people recommending storing garlic in olive oil, which is a traditional method. But it also isn't particularly safe if you don't take a lot of care with it, it can grow botulism.
