No, but it does have a not insignificant risk of the right to marry being revoked soon, which does not exist for MA.

So if one wanted to marry in the United States and was moving here for it explicitly I'd choose Massachusetts over California for at least a little bit longer. Plus, Massachusetts has a state budget and a form of universal health coverage. And silly accents so said foreigners won't stand out.
