If that's the company I think it is, they have a reputation for doing just that.
Many temp agencies put out non-existent jobs to lure people in. After putting them through the testing they say the job has been filled. Then they call to get you to take jobs you're not interested in.
I had a placement from an agency that was terrible. I was supposed to be working on some data entry stuff (according to the agency). When I got there the job was to stuff envelopes in the basement mail room. Sadly (or not) I have a good work ethic and stuck through the day. I called the agency to tell them and they said that was the position they told me about. Uh, ok. I told them I didn't want to go back to that company. They called me 3 more times to go back and do that "same job". I finally told them I had gotten full time work elsewhere.
