I don't even know what a rum ball is so I have no idea if I would like them. Though I don't like rum as a drink.
As for dogs and chocolate, when I was a kid we let our dogs have some every once in a while; while I don't think it was hyped as much back then it was something vaguely known. Chocolate in large doses (or small dogs) is toxic but it isn't like the first bite kills them. A toxic quantity of standard milk chocolate in a 20 pound dog is about 10 ounces.
