I don't think he should resign. Having an affair is not reason to reason to resign no matter what political positions you've taken. Talking about having an affair just proves he a clumsy ass. Also not reason to quit office.
He should remain where he is so he can be investigated for the ethics violation that is having a sexual relationship with a lobbyist. Then, if it is the appropriate response be kicked out. If he survives that he should serve to the end of of his term and then not run if he considers that the best course. If the people of his district want him out they should take advantage of whatever recall provisions there are for his position.
