Not necessarily: 2001: A Space Odyssey was inducted in 1991 but Kubrick didn't kick until 1999. Alien was inducted in 2002 but Ridley Scott is still around.

(BTW: While I do feel that comedies are too often overlooked at awards time, I am mostly jut kidding on my original comment about not taking the National Registry seriously.)
