True, but you need to provide evidence of qualification before you get your serial number. From

If you own a full existing version of Photoshop, you can
upgrade to PS CS5 for $190.99 (same price for Mac). You need to own a CS2, CS3, or CS4 version to upgrade.
Since the
full version goes for $660 (on Amazon - YMMV) and you can buy a full copy of PS CS2 on eBay for $200-$250 (I've seen as low as $150, but it is probably a tough find), if someone was truly Jonesing for a full version, it would be cheaper to buy CS2 on eBay and buy the upgrade for $200.
