True, but you need to provide evidence of qualification before you get your serial number. From here:

Required Proof of Eligibility: In order to install the Adobe Student Edition software, you (or the person you are buying the product for) must first obtain a serial number by submitting proof of eligibility to Adobe according to the instructions included with the product. The following is needed to provide evidence of eligibility:

Students:
Students must provide a photocopy of a valid, current student ID that includes the student’s name, date, and a photo. If the student does not have such an ID, he or she must instead provide a photocopy of a valid photo ID and one of the following items:

- Official, current non-photo student ID with name and date
- Official, current school transcript indicating name of school and student
- Official, current school tuition bill indicating name of school and student
- Official, current report card indicating name of school and student
- Other official dated proof of enrollment

And if you are an student under the age of 18 and you do not have a valid photo ID, you may provide an official letter from your school stating your name and your enrollment status.

Teachers, faculty, and staff:

Restrictions on use:
Individuals may purchase only one license of any Adobe Student and Teacher Edition.

If you own a full existing version of Photoshop, you can upgrade to PS CS5 for $190.99 (same price for Mac). You need to own a CS2, CS3, or CS4 version to upgrade.

Since the full version goes for $660 (on Amazon - YMMV) and you can buy a full copy of PS CS2 on eBay for $200-$250 (I've seen as low as $150, but it is probably a tough find), if someone was truly Jonesing for a full version, it would be cheaper to buy CS2 on eBay and buy the upgrade for $200.
