I'm guessing that the CM will tell the emissaries what the deal will be, whether we stand in line or wrap around the carousel. Sending those emissaries at least 15 min before "showtime" is only fair to the CMs, so they can figure out logistics. They'll probably have to call in a lead or two for assistance.
