I don't believe that would work as the state in which the money was earned (where the ticket was bought) gets to tax it first. So unless you have the foresight to go buy your tickets in the state with the friendliest tax laws, and then move there before claiming the money (and I'm not sure even that would get you off the hook in your original state of residence) you'd still end up paying Washington, D.C. taxes if that is where the ticket was bought.
