It makes perfect sense.
1. If Cleveland's attendance is that much lower, they ain't going to meet their per-game income needs without charging more per ticket.
2. If their attendance is that much lower, they aren't going to make it up in merchandising.
3. Dodger Stadium was built in '62 on land purchased from the government on the cheap (due to an abandoned housing development project). Total cost ~$23 million. Progessive Field was built 20 years ago for $175 million (~50% more accounting for inflation), $91 million out of pocket for the owners, and is probably still being paid off.
4. The Dodgers inked a $7 billion TV contract. The Indians broadcast rights were sold for ~$235 million.
And so on.
The Dodgers don't make their money by selling bleacher seats. The Indians do.
