| Still weird. Why would the size of the meter matter?  Why not just have a tiered pricing scale based on usage? 
 0 to X gallons = A¢/gal
 X+1 to Y gallons = B¢/gal
 etc.
 
 That's (sort of, ignoring the whole peak hours complication) how Edison handles electricity.
 
 Otherwise someone who is in a small apartment with a small meter that leaves their shower running 24/7 would pay less than someone in a large house that conservatively uses the same amount of water.
