I know that's a rhetorical question, but I'm going to go ahead and be the annoying nerd that answers it.

If it's the pin I'm thinking of (faceless child atop spurt of water), it's part of a set of attraction pins that came out in 1998. They were released to celebrate the New Tomorrowland. So most of the set is Tomorrowland stuff, then and "now." (Which explains why there's essentially 3 Rocket Jets pins.)

Cosmic Waves would probably not have been included, but since it was new for the 1998 New TL, that's probably how it made it into the set.

That set also includes Rocket Rods, Observatron, and the Pizza Port.


FWIW, my favorite pin is the giant rhinestoned Superstar Limo pin.
