Yes, a SoCal resident can purchase a ticket to be used by a non-SoCal resident.

I don't quite understand what you're asking here, so let me state what
I think you're asking: you have an AP and you want to upgrade to a higher level AP. Can you use an unused day from a hopper to upgrade? I believe the answer to that would be no. The only thing you can do with ticket media is to apply the cost of the media to an AP while the ticket is still good. If you already have an AP, why would you need to buy a park hopper? You could always try, but I think the CM might suspect that the ticket had not been purchased by you if you have an AP already.
