From what I saw when I took my nephew there when Toontown first opened, I would say yes. The big changes were the removal of the air inflated floor inside Goofy's house (insurance reasons I highly suspect
) and the outside play area additions.
As a side note, you may have noticed the "Jack"- O - lantern in the garden. That was a retirement homage to Jack Lindquist, a long time Disneyland exec. I very cool looking likeness of him.
