Sounds like my parent's neighbors. They put the dog outside, and they can't hear it bark, so in their minds it isn't barking.
It drives me nuts when my dog(s) bark. I will do everything in my power to get them to stop. I have even considered diffenbacia (dumb cane) oil. It paralizes their vocal chords, but I'm not sure how to go about it without stuffing the plant down their throat
