Ok. The pooch is screwed.

Ok, my ISP says to reload thier program. I did.
The University says to download Netscape, which oddly enough was on my Imac all along. Ain't I dumb?

So, any suggestions since I can now switch between OS9 and OSX but on OSX I can't access the internte, the ISP program doesn't do anything when I click on it, nor does the netscape I downloaded for OSX. Would removing OSX and then reloading be a good idea?

BTW, I'm now checking to see if the university site works on Netscape. Oh the joy!!
