I'm driving back to work from picking up some grub and I saw a kitty carrier on the freeway overpass. It looked empty (it was open) but I couldn't stop. I'm calling the Irvine PD non emergency number so maybe they can check it out. How can people just dump a poor animal out on a busy street on a day that it's 97 degrees.
