Google has actually gotten even more proactive than this Wiki article even mentions. They've begun to actually invite the attackers in, so called "black hats". Just last month they hosted a conference, with Google programmers in attendance, for people to come and try their best to manipulate the search algorithms to get their sites listed highly. From this Google is able to go back, examine the techniques that were used, and improve their algorithms. They're doing a good job of keeping their enemies close.
