It's because they have depleted and contaminated their fishing stocks almost beyond repair and are forced to fish deeper and deeper (and further out) to maintain catch size.

I'd actually edited my post, after that comment I had written I guess they're trying to make up for all the raping they have done of the oceans animal life. I didn't want to offend though so I quickly edited that out.
