Oh, ACK! He looks like a little pea green tripod. He's the one-eyed monster with the biggest one-eyed monster that I've ever seen.

To fit the new image, they should change his color from green to black.

It's an animatronic character from one of the Block Party Bash floats. The 'hung' piece is what turns him around.
