From what I saw, I believe it was just a sweep broom with the bristles tied together - that way it can hold a reserve of water.

If not an actual broom, it looks like it could be a broom: it fits in with the theme of the artists looking like janitors since their water supply is the thing used to sweep small articles into.

I love it because it's not some production; it's not announced or anything, they just wander up and start painting the street seemingly randomly (at least that was how it was done when we last went to Disneyland over a year ago). Just some fun random thing thrown in.
