File & Settings Transfer Wizzard

I have to re-create my profile. Does anyone know if the files and transfer wizzard will transfer a 3rd party XP skin over?

Is it in Start=>Programs=>Accessories=>System Tools=>Files and Settings Transfer Wizard?
