I think it's the responsibility of the government to provide a certain minimum level of health coverage. A government's reponsibility is to protect its citizens. A healthy populace is a strong populace. Notice the first item on a rather famous list..."Life, liberty, and the pursuit of happiness." A society that does not adequetly ensure the health of its citizens is one that will pay a great price down the road.
