No, this is not a claim to have invented the internet. He was simply, albeit quite awkwardly, trying to imply that he played a significant role in bringing the internet to the masses. It was simply campaign rhetoric - something both sides are guilty of. But it could easily be interpreted that Al Gore is claiming MUCH more responsibility for the evolution of the internet than he actually deserved. But seriously?
